Short description of the organization (max 12 lines): Voronezh State University is one of the largest and oldest scientific and educational centres of Russia. It was founded in 1918. The structure of VSU academic departments includes 17 faculties, 5 research institutes, 14 joint laboratories with the Russian Academy of Sciences, 10 joint research and production centers with the key industrial enterprises of the region, the Centre of Nanosystem and Material industry, Technopark, Botanical Garden, a nature reserve. About 21,000 students including 1000 foreign students are taught by 1600 academic staff, including 260 full professors, PhD holders and 800 associate professors, whereas total number of employees with scientific degrees is 1050 people. VSU offers academic programmes at all levels including bachelor, master, graduate and post-graduate courses, post-doctoral studies. Long-term scientific and educational international cooperation is based on direct agreements with 68 universities and research institutes of the world. Since 2002 VSU is a member of European University Association. It participated in a number of education and research projects of European programmes including 3 TEMPUS/TACIS projects (1994-1997, 2001-2002, 2009-2010). It also took part as a coordinator of an FP6 project. Now it is participating in two FP7 projects. Expertise offered Theme: The Estimation of ecological consequences of global climatic changes and risk for health of the population of industrially developed cities of the Europe and the Central Russia.
For achievement of the purpose following problems will be certain.
  1. Carrying out of complex microclimatic researches and an estimation of potential of pollution of an atmosphere of industrial megacities, and also development of forecasts of deterioration of potential of pollution of an atmosphere at change of synoptic processes.
  2. The analysis and the forecast of effects of global climatic changes in the large industrially-developed cities, drawing up of cards of aeration and thermal comfort of the city environment by means of natural measurements and settlement methods.
  3. Creation of models of risk to health of the population connected with microclimatic potential and pollution of an atmosphere in various synoptic situations.
  4. Ecological geoinformation mapping: drawing up of cards of pollution of an atmosphere and risk levels for health of the population; cards of a microclimate of city (in program MapInfo); cards of thermal comfort (in program ENVI-met).
  5. Creation of models of risk to health of the population depending on change of weather conditions; a quantitative estimation of the contribution of atmospheric factors in formation of public health of cities; development of a scale of medical types of weather (with various usefulness for a state of health of the person) with a substantiation of atmospheric "harbingers"; system engineering of operative forecasting of adverse types of weather with increase of risk meteopatic effects.
  6. Modelling calculations for an estimation of statistical communications between сhange of meteorological conditions, pollution of an atmosphere and pathological syndromes of the population, computer modelling and drawing up of forecasts of adverse types of weather (on an example of comparison of midland city of Voronezh with seaside West-European cities).
The potential contribution of the Russian party as the partner will be connected with formation of information base of research and development of models of ecological risk for the population of industrial megacities of Russia and the Europe, the air pool connected with quality. The basic accent in researches will be made on an estimation of ecological consequences of global and regional climatic changes in conditions of the industrially-developed cities. The base city for researches in Russia will choose Voronezh.

Description of previous and present experience in International Cooperation For last 10 years are realized 2 international scientific projects together with Germany (DFG): 1) « the Analysis of socially-demographic processes in the countries of the East Europe » (program INTAS), the head of researches from ВГУ – prof. Y.V.porosenkov (2001-2002, together with University Potsdam); 2) « Effects of global climatic changes in large cities of Russia and Germany », the head of researches from ВГУ – prof. S.A.Kurolap (2009-2010, together with University Kassel). Following major results are received: the databank of parameters of a microclimate and quality of an atmosphere is created; models of risk to health of the population depending on change of weather conditions are analysed and the quantitative estimation of the contribution of some atmospheric factors in formation of public health is given; the scale of comfort of a climate in view of the seasonal factor is developed; Electronic mapping zones of ecological risk on the basis of modern geoinformation technologies is carried out.
