Short description of the organization (max 12 lines): Kuban State University was founded on September 19, 1920. KubSU is an acknowledged on Russian and international level educational and scientific complex. In 2002 the Kuban State University was rewarded with the gold medal for the perfect business reputation and in 2004-2005 it was included in the hundred of best Russian higher education institutions and rewarded with the gold medal “European Quality”. KubSU’s research activity is implemented according to federal critical technologies and foreground scientific, technological and engineering lines of development in Russian Federation such as: population problems, Sociology, Economics, Law, Psychology and etc. It’s more than ten years that economics faculty actively develops “regional and local statistics” line. In 2007 a doctoral thesis on the topic was defended as well as a wide range of theoretical and practical researches were held within Russian and international projects.
Expertise offered
  1. Development theoretical approach to statistics data management, including European service sector indicators subjected to regional and local specifications of territorial form of government on the base of the local communities theory. A pivotal idea of the theory is local community as an open system that is a unity of territory, population, social cooperation and a feeling of community. Applying the theory to statistical indicators formation and management allows “catching” local social-economic systems peculiarities. The statistical indicators could be transformed into an adequate system of numerical characteristics of a territory.
  2. Methodology of designing various infobase forms in compliance with peculiarities of local communities (demographic map-table, territory certificate, territory accession book and etc.)li>
  3. Designing infobase management models in compliance with necessity of different groups of the information users, taking into account peculiarities of local communities.

Description of previous and present experience in International Cooperation The research team took part in designing and implementation of a project TACIS, EDRUS-9604 “Municipal management”, in theoretic and practical project “Recommendations on designing local infobase of local communities” within World bank loan “High schools management improvement” As a result of the projects a model of local infobase was worked out.
