Short description of the organization (max 12 lines): Before 1998 IRTC ITS was a part (division) of V.M. Glushkov Institute of Cybernetics, and now continues to belong to the umbrella organization - Cybernetics Center. The stuff of IRTC ITS includes most of the experts in the areas of intellectual information technologies, artificial intelligence, pattern recognition and machine learning who formerly worked for V.M. Glushkov Institute of Cybernetics, as well as younger scientists who continue the traditions of that famous scientific school (http://www.istok-soyuz.eu/index.php/target-eeca-countries/67-ukraine). Recent activities of IRTC ITS include projects in the areas of competence mentioned above, including "Pattern computer" project. The goal of "Pattern computer" is creation of the conceptually new computing technology — the computer percepting the world like human: through patterns and images. The other aim is broadening the possibilities of the modern computers. The State Scientific and Technical Program "Pattern computer" and is aimed at the development of new computer technologies and implementing high-tech industries in Ukraine. Program involves more than 500 scientists and engineers. Numerous prototypes of the high-technology electronic devices and software were developed in the framework of the program.
Expertise offered Proposal title: Large scale intelligent extraction of semantic micro formats
Today's Internet and Intranet search is dominated by search engine retrieving flat information that needs to be further processed by humans. On the other hand, Semantic Web emerges to help an automatic processing of web information, but to a large extent the information needs human processing at the stage of its input.
The project provides automated means for extracting and transforming information from usual web-pages and documents to structured information. This will provide information of better quality to human users and also for further automatic processing by machines.
The project will develop:
  • Methods and tools for automated semantic microformat (http://microformats.org) extraction from web-pages and documents.
  • Methods and tools for automated transformation of information form web-pages and documents to semantic microformats and ontologies.
  • Semantic Search Engine using such data with the extracted semantic microformats.
  • For particular type of web-page or document, a template will be automatically produced (with possibility of human correction) that allows automatically extraction of information from instances of such web-pages or documents and placing it to relevant fields. This information will be available to the target.
    Semantic search engine will be created with enhanced relevance (precision and quality) of access and advanced possibility of comparison of found information due to possibilities to search info in relevant fields only together with functions of state-of-the art search engines.

Description of previous and present experience in International Cooperation The team has experience of international collaboration and participation in projects with European countries, USA, and Japan, (ISF, INTAS, CRDF, WACOM, etc.) However, for several last years the team members were involved in a privately funded R&D projects and did not take part in submissions to EU Framework Programmes.
