Short description of the organization (max 12 lines): For the last 10 years monitoring, analyses and forecasts of the demand-supply dilemma both on labourmarket and educational services market in 83 Russian units have been performed by the “Budget Monitoring Center” in the framework of both federal and regional scientific and technical programms together with inquiries from the Ministry of Education and Science, the Ministry of Health and Social Development, the Ministry of Economic Development as well as with territorial representatives of these ministries. For the last years more than 30 projects devoted to labourmarket and educational services market have been performed on forecasting of the Russian Federation demand in graduates from different levels of vocational education. In the framework of these projects, databases on demography, economics, labour-market, and vocational education systems for every unit of the Russian Federation have been created. A macro-economic model of forecasts in higher, intermediate and elementary vocational education was also performed. A big package of computer codes together with forecasts for each Russian unit in its economy’s midterm demand in highly-qualified human resources and each unit’s demand satisfaction with the educational vocational system till the year 2020 are also scrutinized.

We are interested in understanding of competence and competency both in the UK and in the USA. Russia is at the beginning of its knowledge economy building up, experience of European entities (British, first of all) is highly necessary for further successful projects accomplishment in high-tech production by highly-qualified human resources with competences and competencies. The aim of the project is not only intensification of cooperation with leading countries in scientific and technological realm in order to absorb new knowledge but also to strengthen positions of Russian science as well as global problems solving. The EU is also interested in sustainable economic development of Russia in achievement of symmetrical partnership, in successful realization of mutual projects, which will bring in financial well-being to both parties.

Description of previous and present experience in International Cooperation Budget Monitoring Center under Petrozavodsk State University doesn’t have much international experience. We had been dealing with a Finnish think-tank in Helsniki linked to forecasting. Soon, our colleagues are leaving for the USA, where they share our knowledge and gain western experience. We are very scientific-oriented, but longing for being international as well.
