Automatisation of the process of drug development by the example of liquid dosage form
The brief description of the project  Development of mixtures and technologies for new perspective combined drugs is being carried out on the basis of extensive reference source and of the creators experience. According to IBM’s research this process lasts 12-14 years and capital investment is about 600-800mln. dollars. There are of IT for intensification of this process will help to shorten the time of development process and to reduce its cost. The project intends: • Creation of data base concerning concrete groups of drugs, particularly ophthalmologic drugs eye drops for glaucoma treatment taking into account modern drugs. • Creation of data base of subsidiary drugs used in the technology of liquid drugs. • Creation of quality criteria when choosing drugs and subsidiary substances. • Creation of software product which helps to choose the mixture and technology of ophthalmologic drugs for glaucoma treatment.
Expected results  Algorithm of automatized development of mixture based oh drugs data base and subsidiary drugs in order to develop and apply in industry new combined original drugs for glaucoma treatment. New originate drug for glaucoma treatment based on effective modern substance.

Physiological substantiation of necessity of microreologic blood properties’ estimation in the diagnostic and correction of microvascular abnormalities
The brief description of the project  The project’s aim is to reveal the cellular mechanisms of microreologic abnormalities in the changed conditions of organism induced by ecological and pathological environment factors. The urgency of the investigation is defined by the wide extension of microvascular changes of various genesis and by absence of data concerning leading physiological and pathological mechanisms and their emergence. In the earlier carried researches on this path, homogeneous changes of white and red blood’s microreologic properties of the experimental animals which were exposed to environmental extreme conditions influence and of patients with some types of pathologic. It was determined that the evidence of studied reactions’ shifts was depended on rate of organism’s abnormalities.
Expected results  On the basis of the experimental and clinical investigations of the estimation of blood cells’ microreologycal properties was intended to elaborate solid effective adaptation abilities’ organism’s diagnostic tests, to estimate the possibility of functional abnormalities’ transition to the pathologic conditions, to reveal the informative criterion of abnormalities on the cellular level and earlier stages’ markers of microvascular disorders.

Diagnostic estimation of microreological blood properties
The brief description of the project  The project’s aim is to solve the actual diagnostic’s problems and to correct the microreologic abnormalities produced by ecologic and pathologyс environmental factors as well as age-specific changes of human organism. On basis of deformation characteristics’ estimation of blood cells with usage of electron (Quanta 200 3D) and probe (SZM Complex NTEGRA Vita) microscopy taking into consideration genotypic features of adhesion molecules’ synthesis, the prediction of organism’s abnormalities determined by deterioration of different organs and tissues’ blood supply are quite possible. Correction of revealed changes will allow the successful outcome of latent and early sickness forms, will increase effectiveness of activity of capable working people, will optimize health control and enlarge active lifetime of elderly person.
Expected results  On the basis of the experimental and clinical investigations of the estimation of blood cells’ microreologycal properties was intended to elaborate solid effective adaptation abilities’ organism’s diagnostic tests, to estimate the possibility of functional abnormalities’ transition to the pathologic conditions, to reveal the informative criterion of abnormalities on the cellular level and earlier stages’ markers of microvascular disorders, to conduct the selection of corrective biologically active and harmless preparations.

Optimising the delivery of health care to European citizens
HEALTH-2007-3.5-1. Area: Investigation of physiological mechanisms" changes on the cellular level during diseases connected with abnormalities of neuroendocrinal regulation (insular diabetes, metabolic syndrome, hypertension, thyroiditis). The reveal of possible reasons and the ways of correction of all existing disturbances.
The brief description of the project  The first-motion direction of investigation is the study of physiologycal mechanisms induced by socio-economical, ecological and pathological environmental factors. On the base of estimation of functional properties and deformational blood cells" characteristics with the help of electronic (Quanta 200 3D) and microprobe microscopy (SZM Complex NTEGRA Vita) timely diagnostics and prognostication of organisms" abnormalities caused by worsening of blood supply of different organs and tissues is possible. Correction of the revealed changes can provide the favorable outcome of latent and early forms of diseases, increase the effectiveness of activity of able-bodied citizens, optomize the health control and increase active life span. Special attention is payed to such widespread types of pathology as insular diabetes, hypertension, metabolic syndrome, thyroiditis.
Expected results  On the basis of the experimental and clinical investigations of the estimation of blood cells’ microreologycal properties was intended to elaborate solid effective adaptation abilities’ organism’s diagnostic tests, to estimate the possibility of functional abnormalities’ transition to the pathologic conditions, to reveal the informative criterion of abnormalities on the cellular level and earlier stages’ markers of microvascular disorders, to conduct the selection of correction biological active and safety preparations.

The brief description of the project  The processes of the creation institutional OA - archives go actively within the framework of International movement on open access to scientific knowledge and humanities: on 1.07.2005г. in Registry of Open Access Repositories there were 460 archives, on 15.01.2008г. - 973. The hard fight goes in this movement for leadership between USA and ES, which have approximately alike amount of such archives and which launched two ambition projects on creating the digital libraries (Google print (US) and European Digital Library). But from this competition will win all, because it allow to form the powerful multilingual information resource, which will reflect as American, so European world outlook. The post soviet universities can bring in the substantial contribution to this movement if they can to create the integrated information resource on the base of interinstitutional OA - archive. Belgorod state university as one of the leaders in OA - movement on the post soviet research area (it was the first from post soviet universities, which have signed the Berlin declaration on open access to scientific knowledge and humanities, it is a member of the platform "SINAPSE" and has prepared the project of the first on post soviet research area the Belgorod declaration) plans to create the first on post soviet research area interinstitutional OA - archive, which will unite the best scientific information resources of all members of Belarus-Russia-Ukraine Border University Consortium (10 classic universities).
Expected results  In this project we need for modern technologies of the creation and usages of OA - archive, and in exchange we’ll allow for open access our best information resources, including their english segment. At present our countries are presented just with 21 institutional OA - archives (Russia - 17, Ukraine - 4, Belarus - 0), from which only 4 – university’s (Russia - 2, Ukraine - 2).

The late Pleistocene and Holocene soils in the Parana - Plata river basin as objects of paleo-ecological and paleo-climatic reconstructions
The brief description of the project  In a number of methods for study of the geographic ambience evolution the method of soil chronosequences has an important significance. The method is consisted of combined study of unequal-age paleo-soils and their modern natural analogs. Comparison of properties of the modern (full - holocene) soils with ancient soils makes it possible to establish of bioclimatic situations and other factors of natural environment evolution. The greater quantity of unequal-age soils is studied in the concrete territory, the more complete information about changes in time of climate, soils, vegetation and other components of natural landscapes becomes.
Expected results  1. Creation of the bank of paleo-soil data (unequal-age paleo-soils, the soil indicators of changes in time of the bioclimatic situations in late Pleistocene and Holocene). 2. Reconstructions of changes in the time of climate, vegetation and soils in the Parana- Plata river basin within different ecosystems of a modern period: forests, steppes, sections with the shallow bedding of ground water (bottom of beams, the flood lands of rivers, the swampy sections).

Analysis of the influence of global climate changes on erosion and deflation in the agricultural areas of Europe and development of projects of soil fertility reproduction
The brief description of the project  Present change of climate in agricultural area of Europe is related to the change (increase or decline) of total amount of precipitations, their kind and season, and the increase of average annual temperature mostly during winter months. This process consequently resulted in the increase of the proportion of rainfall erosion in the total erosive destruction of soils (especially on the territory of the Ukraine, Moldova and other countries), and nearly complete failure of erosion during melting of snow. The warming most obviously contributes to the extension of vegetation period of crops what leads to the change of their erosion resistance along with the increase of soil ministering. A considerable weather change in winter period which goes along with shortening of freezing season and the increase of winter precipitations results in transformation of wind resistance of ecosystems that means that deflation resistance of soils changes in the most windy spring season. The influence of climate change on the frequency and speed of winds causing deflation in South Europe is still not clear. The climate change leads to the transformation in the process of already eroded (deflated) soil formation. The tempo and direction of soil formation changes under the direct influence of climate transformation and change of the role of vegetation in the soil formation process. Besides, it becomes evident that the climate directly influences this process through the increase of hydromorphism and heat provision of single territories. The Objective: To analyze the influence of global climate changes on erosion and deflation processes in the agricultural areas of Europe and to develop the projects of soil fertility reproduction in the changing environment on the basis of mathematical modeling and geographic information Systems.
Expected results  1. Maps of meteorological factor of water and wind erosion for climate conditions of the beginning of the xxi century, the years of 2015 and 2030. 2. Maps of vegetation effectiveness for soil preservation in climate conditions of 2000, 2015 and 2030 on the basis of polyzonal space pictures, a maps of vegetative indexes for 2000-2008, and also prognosis maps of activity of vegetation for the term of till 2015. 3. Maps of erosion and deflation resistance of soils in European steppe and forest-steppe zones in climate conditions of 2000, 2015, 2030. 4. Maps of soil formation rate in climate conditions of 2000, 2015 and 2030, for soils of different degree of erosion. 6. Results of zoning revealing the similar areas with present and future changes of erosion processes in agricultural landscapes functioning. 7. Projects (strategies) of soil recourses preservation and reproduction for each of the revealed similar areas of agricultural zones of Europe.

Global climatic changes impact on plant cover of industrially developed regions of Europe
The brief description of the project  According to several sceneries of global climatic warming, an increasing probability of changes in native flora and vegetation of the Westeurasian Biogeographic Regions has to be expected, especially in industrial regions. Species (alpha-) and vegetation (beta-) diversity will be represented, concerning different biogeographic regions and habitats using GIS-Software and statistic tools as CANOCO. For the habitats, also space photos of industrial regions and the hemeroby stage will be used. An international concept on valuation of distributional efficiency and gravity of potential ecological impact will be developed. These modern climatic changes are accompanied by spreading of aggressive plant species and creation of new evolutionary isolated dangerous invasive races and forms in Europe. For monitoring of this plant migrations the study detects the most important corridors between Middle Europe and East Asia depending on anthropogenic and climatic changes. The species of high distributional dynamic will get recorded and classified, according to their ecological niches revealed due to the investigation. Some model genera will be studied with REM- and RAPD-techniques.
Expected results  A statistical model of interaction among climatic changes and plant cover formation based on multivariate analysis data set will be worked out. The model will allow to predict anthropogenic impact on ecosystems at global and local levels under different biogeographical conditions of industrial regions of Europe. The results will be received due to using the space satellite analyzing the complex of biotic and abiotic data. This give an opportunity to make a new type of ecological expertise for anthropogenic impact in Europe predicting changes of plant cover which depend on climatic alterations. System of monitoring of dangerous and harmful alien species distribution will be created taking into consideration the most important corridors of alien plants migrating from different parts of Europe.

The brief description of the project  Mineral and organic parts of black earth soils of Belgorod region will be determined. The high-frequency ozonizer with using supersonic Laval"s nozzle
The brief description of the project  At present time there are different ways and constructions of plants for ozone getting, including the most perspective ozone generators which use the electromagnetic field of high frequency (HF (high-frequency)-ozonizer). But the known ways and plants, including HF-ozonizers, cannot always provide the sufficient output of ozone in case when it is necessary to get a great deal of it. The aim of the project is to accomplish a task of increasing the ozone output (kg and dozens of kg), to simplify the construction of the ozonizer and to reduce the price of it, to miniaturize its size and to reduce power inputs, this will make it possible to bring down the price of ozone and to diminish the production space. This problem is suggested to be solved on the base of 2 patents of the Russian Federation ( 1) Kamyshanchenko N.V., Mahanjkov G.V., Ryzhkov I.V., Taran A.V., Chekanov N.A. Ozonizer. The patent of the Russian Federation № 2178383, C 01 B 13/11, 2002; 2) Ryzhkov I.V., Taran A.V., Chekanov N.A., Shvetz O.M. Jet high-frequency ozonizer. The patent of the Russian Federation № 2259939, C 01 B 13/10, 2005), in which 2 principal problems of the increase of ozone output are solved. These ozonizers are necessary for: 1) ozone treatment of water in big volumes, for example, on a city scale; 2) when ecocatastrophes (for example, when the atmospheric injection of harmful substances takes place); 3) etching of sowing corn, in the industry.
Expected results  Making, at least, experimental model, measuring its parameters on the test desk; Conducting the researches together with the biologists, chemists, ecologists for the purpose of extermination of germs and harmful substances; Bringing the parameters of the ozonizer to the demanded characteristic and making the experimental model for the industrial production;

The new ecologically clean refrigerator
The brief description of the project  Our project offers as a refrigerants the high-boiling substances (t boiling-point > 0 C) among which there is a big choice of environmentally appropriate and safe to handle substances (for example, water, ethanol, methanol or their solutions). In traditional compressive refrigerators working on low-boiling refrigerants, operational pressure spectrum is from ~1 bar (pressure in the evaporator) to 10-30 bar (pressure in the condenser) and temperature spectrum is -30 C – 50 C. To make the refrigerator work in the same spectrum of temperatures but on high-boiling refrigerants the necessary operational pressure spectrum will be from 1 Torr in the evaporator to 200-400 Torr in the condenser. As alcohol and its production are regarded to be environmentally appropriate and alcohol refrigerator is better than freon one by its economy, then the problem of environmentally appropriate non-freon refrigerator can be solved radically. It should be noticed that the production of alcohol refrigerators can be completely provided with the materials traditional for this branch and it doesn’t demand the expensive technologies. The offered machine can be used for obtaining cold in domestic and industrial refrigerators and in air-conditioners. The suggested solution is defended by 2 patents: Blyumkin M.M., Borovlev V.I., Inopin E.V., Ryzhkov V.I., Chekanov N.A. Refrigerating unit. The patent of Ukraine for invention № 23030, F25B29/00, 30.06.1998 and the patent of Kamyshanchenko N.V., Mahanjkov G.V., Ryzhkov I.V., Taran A.V., Chekanov N.A. Vapor rotary refrigerating machine. Expected results  Making, at least, the experimental model and measuring its parameters on the test desk; Bringing the parameters of the refrigerator to the demanded characteristic and making the experimental model for the industrial production;

The brief description of the project  Mineral and organic parts of black earth soils of Belgorod region will be determined. Transition metal contaminants will be revealed, and granulometric composition of soils. Recommendations concerning sorptive materials improving ecological quality of soils will be developed.

Social outsideration in youth surrounding: mechanisms and modes of overcoming
The brief description of the project  In modern societies social exclusion has become one of the most considerable social problems. The youth is one of the social groups that experience the constant risk of social exclusion. The base prerequisite of youth’s exclusion from the main social processes is the social outsideration. The state of social outsideration defines directly the different forms of destructive behavior of those social groups which feel their exclusion the most keenly. This destruction becomes apparent in two ways. It can be apply to itself and acquire the form of social escapism – the free-will exclusion from macro social nets in narcotization, alcoholization, and social infantilism. «Outward» addressee is the society or «summarized another one», and the result of social exclusion is aggression to them. This aggression acquires the different forms including extremism and xenophobia. The considerable of scientific results in studying such manifestation of social youth’s exclusion as social outsideration are obtained by scientific research collective of the chair of social technologies of Belgorod State University. In 2006 the chair led the research work «Social outsideration of young people in Belgorod region: reasons, mechanisms and social consequences» supported by grant of Russian Humanitarian Scientific Fund and The Government of Belgorod region, №06-03-55310 a/c and «Social outsideration as the source of dangers and threats in the conditions of frontier region» supported by grant of Russian Humanitarian Scientific Fund № 06-03-001-40а.
Expected results  The result of present investigations is the disposition conception of social outsideration of young people. In accordance with it the outsideration is defined first of all by the state of consciousness of young people and expressed in the presence of disposition, which doom them to «second roles» not only in young ages (14 – 29 ages), but also during all their life. If social-economic outsideration becomes apparent as dissatisfaction of young people with their vital conditions and perspectives the disposition outsideration doesn’t suppose the realization of the fact of their anomalous position. The presence of one or another type of outsideration is considered, accordingly, the different practices of social adaptation – passive and active. The basic mechanism of social youth outsideration overcoming in modern society is mobilization of its social activity. SSH-2007-7.4.1 Blue Sky Research on Emerging Issues Affecting European S&T Area: European Universities: origin, evolution, modernization
The brief description of the project  Nowadays wide debates about the role of universities in the knowledge society (in 21st century) and measures for their modernization are going on in Europe. But for their intelligent and informed conducting we need a fundamental base. We consider it necessary to organize comprehensive researches to study the origin and evolution of European universities, and also to work out benchmarking procedures for monitoring, comparative analysis and control over the universities’ activities, which will become the base for their modernization.
Expected results  On the first stage of the researches the role of university traditions will be revealed and mathematical correlation dependence between the age of the university and its modern academic performance (university ranking) will be received, and the role of Arabian transfer of the lost ancient knowledge in the process of generating of European medieval universities will be also found out. On the second stage of the researches the conceptions of European University Scoreboard (the system of indicators of universities’ activities in the frame of educational, research and innovation competencies of universities) and Database of European university policy measures (classes of measures in the frame of educational, research and innovation competencies of universities) will be worked out on the level of separate universities. In the frame of these conceptions statistical data will be collected and questionnaire of universities will be conducted and pilot versions of the abovementioned analytical instruments will be built, which represent the foregoing benchmarking procedures. On the base of use of these procedures typification of European universities will be carried out, research and innovation universities will be identified and comprehensive database of European universities will be built. On the base of the second procedure with the use of method of experts’ estimations, the measures of the best European university practice will be additionally identified. Both procedures will form the base of Trend Chart project on European university by analogy with famous Trend Chart project on Innovation in Europe.

The brief description of the project  On the basis of the database of the research projects FP4 – FP6, placed on the platform “CORDIS”, their participants (countries, institutions, executors) and amounts of financing will be identified. On basis of the databases of ISI (Institute of Science Information, USA) articles and journals related to the foregoing projects (item 1) will be identified, as well as citation (for FP4 – FP6 projects) and impact-factors of journals, in which articles were published. Different partial specific indicators of scientific effectiveness of FP4 – FP6 projects (for example, number of publications in each project, number of publications on one thousand dollars invested by EU, number of citations in one project etc.) will be introduced. On their basis integral indicator of scientific effectiveness will be built. For each priority FP4 – FP6 projects will be ranked according to partial specific indicators and integral indicators. Problem-oriented frequency analysis of all FP4 – FP6 projects will be carried out, trends in the development of European researches will be determined and excellence scientific centers will be identified quantitatively, taking into account their scientific effectiveness. Webometrics ranking of FP4 – FP6 projects will be carried out

SSH-2007-7.4.1 Blue Sky Research on Emerging Issues Affecting European S&T Area: Scientific effectiveness of the projects FP4 – FP6 and trends in development of European researches
The brief description of the project  On the basis of the database of the research projects FP4 – FP6, placed on the platform “CORDIS”, their participants (countries, institutions, executors) and amounts of financing will be identified. On basis of the databases of ISI (Institute of Science Information, USA) articles and journals related to the foregoing projects (item 1) will be identified, as well as citation (for FP4 – FP6 projects) and impact-factors of journals, in which articles were published. Different partial specific indicators of scientific effectiveness of FP4 – FP6 projects (for example, number of publications in each project, number of publications on one thousand dollars invested by EU, number of citations in one project etc.) will be introduced. On their basis integral indicator of scientific effectiveness will be built. For each priority FP4 – FP6 projects will be ranked according to partial specific indicators and integral indicators. Problem-oriented frequency analysis of all FP4 – FP6 projects will be carried out, trends in the development of European researches will be determined and excellence scientific centers will be identified quantitatively, taking into account their scientific effectiveness. Webometrics ranking of FP4 – FP6 projects will be carried out

Ideas
The high-frequency ozonizer with using supersonic Laval"s nozzle
The brief description of the project  At present time there are different ways and constructions of plants for ozone getting, including the most perspective ozone generators which use the electromagnetic field of high frequency (HF (high-frequency)-ozonizer). But the known ways and plants, including HF-ozonizers, cannot always provide the sufficient output of ozone in case when it is necessary to get a great deal of it. The aim of the project is to accomplish a task of increasing the ozone output (kg and dozens of kg), to simplify the construction of the ozonizer and to reduce the price of it, to miniaturize its size and to reduce power inputs, this will make it possible to bring down the price of ozone and to diminish the production space. This problem is suggested to be solved on the base of 2 patents of the Russian Federation ( 1) Kamyshanchenko N.V., Mahanjkov G.V., Ryzhkov I.V., Taran A.V., Chekanov N.A. Ozonizer. The patent of the Russian Federation № 2178383, C 01 B 13/11, 2002; 2) Ryzhkov I.V., Taran A.V., Chekanov N.A., Shvetz O.M. Jet high-frequency ozonizer. The patent of the Russian Federation № 2259939, C 01 B 13/10, 2005), in which 2 principal problems of the increase of ozone output are solved. These ozonizers are necessary for: 1) ozone treatment of water in big volumes, for example, on a city scale; 2) when ecocatastrophes (for example, when the atmospheric injection of harmful substances takes place); 3) etching of sowing corn, in the industry.
Expected results  Making, at least, experimental model, measuring its parameters on the test desk; Conducting the researches together with the biologists, chemists, ecologists for the purpose of extermination of germs and harmful substances; Bringing the parameters of the ozonizer to the demanded characteristic and making the experimental model for the industrial production;

The new ecologically clean refrigerator
The brief description of the project  Our project offers as a refrigerants the high-boiling substances (t boiling-point > 0 C) among which there is a big choice of environmentally appropriate and safe to handle substances (for example, water, ethanol, methanol or their solutions). In traditional compressive refrigerators working on low-boiling refrigerants, operational pressure spectrum is from ~1 bar (pressure in the evaporator) to 10-30 bar (pressure in the condenser) and temperature spectrum is -30 C – 50 C. To make the refrigerator work in the same spectrum of temperatures but on high-boiling refrigerants the necessary operational pressure spectrum will be from 1 Torr in the evaporator to 200-400 Torr in the condenser. As alcohol and its production are regarded to be environmentally appropriate and alcohol refrigerator is better than freon one by its economy, then the problem of environmentally appropriate non-freon refrigerator can be solved radically. It should be noticed that the production of alcohol refrigerators can be completely provided with the materials traditional for this branch and it doesn’t demand the expensive technologies. The offered machine can be used for obtaining cold in domestic and industrial refrigerators and in air-conditioners. The suggested solution is defended by 2 patents: Blyumkin M.M., Borovlev V.I., Inopin E.V., Ryzhkov V.I., Chekanov N.A. Refrigerating unit. The patent of Ukraine for invention № 23030, F25B29/00, 30.06.1998 and the patent of Kamyshanchenko N.V., Mahanjkov G.V., Ryzhkov I.V., Taran A.V., Chekanov N.A. Vapor rotary refrigerating machine. The patent of the Russian Federation for invention № 2170890, 20.07.2001.
Expected results  Making, at least, the experimental model and measuring its parameters on the test desk; Bringing the parameters of the refrigerator to the demanded characteristic and making the experimental model for the industrial production;
