Cooperation with Third Country Participants in an EC funded FP7 multi-partner research project - Practical Advice for Proposal Submission and Negotiation

Experience with the first calls in FP7 shows that the administrative and legal aspects related to the participation of organisations from so-called Third Countries are often a particular challenge for consortia. Not least, this can lead to significant delays in grant negotiations.

The Commission has therefore prepared a quick guide that focuses on the cooperation with third country participants in the 7th Framework Programme. The guide was prepared to assist you and the future consortia in submitting proposals and to speed up the negotiation process.

For further questions regarding the inclusion of partner organisations from Third Countries, please get in touch with your Regional Office or the NCP for Legal and Financial questions.

Third Country Participants are all those participants who are established in a non EU country, which is not associated to the Seventh Framework Programme of the European Community for Research, Technological Development and Demonstration Activities (FP7). Russian Federation is one of ICPC countries. Legal entities from ICPCs may participate in FP7 activities. They are eligible to receive EC funding. They may even be the coordinator of an indirect research action.
