Innovation processes in research and higher education. Issues of creating EU-Russia common space of education and research

The objective of the workshop was to provide researchers with a broad overview of upcoming calls of the Seventh Framework Programme and other European and Russian programmes; advising on information required of participation in joint European consortia, filling in the partner offer form; assistance in partner search. Moreover its aim is to develop practical skills of participation in European research and education programmes.

There were 80 delegates of 32 universities and research institutions from Voronezh, Belgorod, Kursk, Lipetsk, Tambov, Moscow, Obninsk, Saint-Petersburg, Krasnoyarsk, Penza, Astrakhan, Ryazan and Vologda.

There were covered practical issues of introduction of Bologna principles in Russian universities, particularly joint education programmes with foreign universities.

The workshop started with the welcome address of Dr. Gennady Vashanov, vice-rector for research of Voronezh State University. The first day was fully devoted to opportunities of participation in European R&D and academic mobility programmes for Russian regional researchers. Regional Information Point gave the following presentations: ”Russia-EU Scientific and Technological Cooperation: state-of-the-art and upcoming challenges”, ”Seventh Framework Programme: opportunities for Russian scientists”, ”Scientific and Education Programmes in Germany”.

Delegate of Russian NCP Bio told about ways of participation in FP7 Theme ”Food, Agriculture, Fisheries and Biotechnology” and challenges of new calls.

The coordinator of Russian Technology Transfer Network (Obninsk Centre for Science and Technology) represented projects Gate2RuBIN and ISTOK-SOYUS supporting involvement of Russian research institutions and SMEs in S/T cooperation with the EU and enhancing Russian ICT scientists’ participation in FP7. There were highlighted the international programmes of Foundations for R&D Small and Medium-sized Enterprises Promotion.

The workshop programme included coaching event ”From idea to project: FP7 – rules of participation for Russian scientists” targeted on making recommendations on operating with call information package, partner search engines, proposal writing, interaction inside a European consortium and case studies.

The second covered innovation processes in higher education and started with the welcome address of Prof. Elena Ischenko, vice-rector for education. Dr. Evgeny Shevchenko, member of European Association of International Education, deputy chair of Governmental Commission for accreditation of experts at foreign education papers recognition, head of department of international education management Saint-Petersburg State Polytechnical University, performed a training workshop Development of Joint Education Programmes with Foreign Universities. The participants raised their awareness of international education cooperation, Bologna process and mobility, transcripts and European Agreement on joint education programmes development. There spotlighted issues of transfer credit of courses taken in another education institution and recognition of papers on education under academic mobility.

Dr. Igor Zornikov delivered a presentation of TEMPUS IV Programme (2007-2013) with specific focus on Russian university opportunities and ways of their participation.

The event was closed with distribution of skill upgrading certificates in the field of International Scientific and Education Cooperation.
